Golden State Registry (GSR) and AHJ Access

Golden State Registry (GSR) is proud to serve as a certified HERS Provider and Registry under the California Energy Commission (CEC), supporting the enforcement of California’s Title 24, Part 6 energy efficiency standards. As part of this role, GSR is committed to working closely with Authorities Having Jurisdiction (AHJs) across the state—including city and county Building and Safety Departments—to streamline project verification and inspection through secure, read-only access to our compliance documentation platform.

In accordance with Title 24 and the CEC’s Joint Appendix JA7 requirements, AHJs are entitled to free, secure, read-only access to view project documentation within their jurisdiction. This ensures that building officials have the tools they need to verify HERS compliance at both the permit issuance and final inspection stages.
